TCC and TCC/LE

TCC is a command processor compatible with CMD.EXE (the default command processor in Windows XP / 2003 / Vista / 2008) but massively enhanced with thousands of additional features.  TCC/LE is a smaller version of TCC, distributed both with Take Command/LE and as a separate free product.
