13.01.31 help file

I updated to TCCLE 13.01.31 and found an updated tcmd.chm file in the installation folder.
I installed TCMD 13.01.31 and found an older tcmd.chm file. Either the setup file includes an older help file, or the installer failed updating the help file. (Or maybe I got confused?)

Not reproducible here. There's only one help file in one directory in the
build process, so all of the installers retrieve the same file.
