_ADMIN is 1 for Limited User

The internal variable _ADMIN always displays as 1 regardless of whether the process is running as an administrator or a limited user. This is for TCMD 11 build 48 x64 under Windows 7, 64-bit. It also fails using the 32-bit version of TCMD. This worked correctly using TCMD 9 (32-bit).

Is this an error or am I missing something?
