Busy mouse pointer when I close the OPTION dialog?

I get the busy mouse pointer (spinning blue ring) when I close the OPTION dialog. Is TCC doing that on purpose? There are annoying situations in which the busy mouse pointer doesn't go away until I click or move the mouse.

Not reproducible here, and no, TCC does not set the busy pointer.

I didn't think it was TCC. Windows is altogether too eager to show the busy mouse pointer.
