Can I alias @@Ctrl-Shift-Alt-u?

I don't think TCC recognizes all possible combinations of bucky bits.

Just tried it. It works for me, with the caveat that you have to call it @@Ctrl-Alt-Shift-U (Alt before Shift).

The parsing order is Ctrl, Alt, Shift, key name. You can't randomly reorder the strings.
