Closest thing to DESCRIPT.ION files in Linux

Serious question: Are there any promising implementations of TCC-like file descriptions in the Linux environment? Is there a suite of tools available under Linux to add, edit, delete single-line file descriptions of a file, and that will somehow persist when the file is copied, renamed, or moved to a different directory? Is there anything that comes reasonably close? Thanks for any suggestions.
 
Double Commander understands and mostly doesn't orphan/drop descriptions during file operations so long as you turn on "Options > File operations > Process comments with files/folders"
 
On Linux, you have an option to use file attributes (which is not your familiar ARHS from FAT filesystem).
But "Descript.ion"/"Files.bbs" is a description format supported by many file managers.
