Done DIR /P ... scroll by one line

I thought there was once upon a time a way to scroll by one line instead of one page at DIR's paging prompt. I could be wrong. It would come in handy right now.

TCC never did that. You can pipe it to MORE, or LIST, or VIEW.

Yup. In fact there is a setting in V that make it a lot like LIST. Checking "Always scroll window when using arrow keys" makes it a lot like LIST ... <Up> and <Down> scroll the window one line, always.
