FWIW, that message in coming from TCMD.EXE, the distribution package.

The text of that message is in TCMD.EXE (not a Microsoft program). The only Google hits I get for the message also mention Caphyon.

The TCMD.EXE you're running is a Windows Installer app, that also contains all of the Take Command files. The TCMD.EXE part is a thin wrapper around the TCMD.MSI installer. (The only reason it's called TCMD.EXE is so you'll know where it came from -- it'd behave the same if it was named BOB.EXE.)

And who wrote/built that installer app ... you ... Caphyon? I doubt it was Microsoft. The error message is produced by that app. More info about what went wrong could be given.

Caphyon wrote a GUI wrapper for creating .MSI files using the Windows Installer. The code that's being executed when you install TCMD, and which is crashing on (only) your system, is Microsoft's.
