Done Filename completion, percent signs

If a filename contains percent signs, it would be nice if filename completion returned it with all percent signs doubled; e.g. for a file named "100% good.txt", tab completion might insert "100%% good.txt".

But then you couldn't use that filename for commands that do delayed
expansion.

But if the percent signs aren't doubled, then I can't use that filename anywhere!
