Help flashing?

In a console, do this repeatedly: issue "HELP" and if the help gets foreground/focus, click in the console.

I find that the click is needed every second time and that every other time, the console keeps foreground/focus and the help's taskbar icon, and its min/max/close buttons (!), flash.

It's bizarre behavior and annoying when the help doesn't get foreground/focus.

Not reproducible here with TCC and HELP, but I've seen it often with other apps.

And yes, it's annoying. It's also 100% a Windows problem (which has been with us a long time).
