Help nit: no wheel or keystrokes when the help first opens

When I issue "help" or press F1, the help opens and becomes the foreground window but it does not accept keystrokes or wheel actions. I must click in the help before I can scroll it.

It's OK when this command is executed (anywhere)

d:\tc33\eViewer.exe d:\tc33\takecommand.ewriter

"Help" and F1 are OK in v33 when I replace v33's eViewer.exe with that of v32.
