Declined In setup, add back/refresh buttons.

When I install a new version of TC, or a new build, the setup may find some processes that must be closed, since they are using files.
And it offers to close them itself.
I would like better to be able to close those processes myself, and then I would like to see a refresh button that re-checks the situation.

This is Windows Installer behavior, which I cannot change.
