In the Help tab let the user add links either to files or web pages, with an icon & label.
It doesn't need to be drag & drop. A user-configurable file would be fine, probably with:
[Program]=
[command parameters]=
[icon]=
[label]=
This isn't intended as a taskbar, it's really intended for links to PDF, HTML, CHM, HLP, DOCX or TXT files on disk or on-line that the user might want to use as a programming reference -- such as the 980 page TCC PDF Manual or a text file with notes the user has created.
The reason for possibly including Program and Command parameters is that sometimes people don't want to use their default program for a particular file.
