Yes.

Yes and no. You can install TCC/LE on a flash drive, but you don't use
(or need) an inikey version since there's no registration involved.

See the "Whats New" section in the help. Note that some things that are
in 4NT v8 have been removed in TCC/LE; you can get details in the
"Comparing TCC and TCC/LE" help topic.
