On the second try (OPTION /U) it just sat there after the download; nothing happened for several minutes.

On the third try (OPTION /U) it worked AND IT REMOVED MY TASKBAR-PINNED SHORTCUT.
 
I brute-force downloaded the B31 installer, ran it without difficulty - WinXP32 SP3. However, it left a whole slew of files in a JPsoft subdirectory of %tmp. All but tcmd.msi were identical to the installed files. It also created shortcut files in both the Quick Launch and the Start Menu directories, even though I carefully unmarked them on the appropriate page. Emptying the while %tmp tree had no bad effects.
