Just for Your information: spanish.dll missing from TCC/LE?

I do not if it was there in previous builds, but I do not see the file spanish.dll in TCC/LE 12.11.74

I just (re)downloaded and installed TCC/LE from the web site and spanish.dll
is definitely in the installation directory.

I am one of the bad guys that download Your software from ftp site ;).
I saw that there is a new file with the date of today, the previous one was of the 16th, and so I copied it to my laptop.
I tried to run the update, but I saw a behaviour that seems new for Your software.
The setup said that there was already an existing version and that I had to remove it.
So, I remove it, I ran again the installation and now there is the spanish.dll file.

Is the new setup due to rules in new Windows? I ask this because I saw this behaviour in other software.

Will it have any relationship with my wishlist to be able to keep previous settings when I update?

Not new; Windows installers always do this if you try to install the same
version number.
