I have all of these checked, nevertheless they are all still dragable and undiockable. V11.00.30.

You have to restart Take Command after setting those options; they are not
dynamically configurable.

I've done that, I've even killed shralias (just in case). They are still dragable. The only difference is that the little 'grab' widget no longer shows up.
