No vertical scroll bars in the help

Not reproducible here, either. Both XP home and XP Pro provide vertical scroll bars.

On the same machine, I do have vertical scroll bars in the v12 help.

What do I tell them? ... that every CHM file on the computer works correctly
except for the one for JPSoft's TCMD v13. (I tried about a dozen of them,
including D:\TC13\v.chm.) I wouldn't be surprised if they suggested I contact
the vendor.

Is there an HTLM Help update I can get/install on XP?

There is no way for a *.chm file to dictate whether scroll bars are
displayed; that is entirely up to hh.exe.

If one person has a problem and the remaining 200K users don't, the odds
don't favor the former being correct and everybody else being wrong! :-)

You have two possibilities: either your hh.exe is mangled, or your tcmd.chm
is mangled. You can test the latter by downloading a fresh copy of tcmd.chm
from the ftp site.

I'd be looking for any recent updates/plugins/settings changes to Internet Explorer.

Which scrollbar are you missing -- on the left (contents/index) pane, or on the right (text) pane?

What's internet Explorer? :-) No windows components are updated on that
machine.

The one on the right is (text) missing.

Did you ask Microsoft? Or perhaps more to the point, did you try rebooting?

And rebooting did not help. As I said before, all other CHM files display vertical scroll bars (in the text area).

Did you re-download the tcmd.chm file?

You really, really, really need to talk to Microsoft; only they can tell you
why hh.exe might decide to stop displaying scrollbars. (Who knows, maybe
they have a registry setting on a per-file basis.)

Windows html help (any .chm file) requires IE to do the parsing and display.

If you haven't updated any Windows components, then you've probably got IE 6
installed, which is (1) catastrophically awful, (2) unsupported by anybody
(including Microsoft!), and (3) likely to shoot off both of your feet and
lobotomize your system at any moment.

Do not touch ANYTHING on that system until you've updated IE to a version
that actually works some of the time.

I think per-file HH.EXE settings live in HH.DAT (in the user's appdata directory somewhere.) It might be instructive to try renaming/deleting this file, and then reopening the help.

I had already tried that to no avail.

Installing IE8 fixed the problem.

I have found the same issue myself, and my case I had to keep Internet Explorer 6 since otherwise the Microsoft Platform SDK 2003 cannot install itself... !! And i am worried to have such other problems when installing other old Microsoft Software...
