In the REBOOT command, what is the difference between the respective
final states of the system when using the /P (power off) and the /S (shut
down) options?
ON CLOSE is documented as the event of closing the TCC tab. Is the event
of closing the stand-alone window of the current TCC instance also a trigger
of the associated action?
ON SHUTDOWN is documented as the event of "the system is shutting down".
Is this actually "shutting down Windows" as part of any one of the actions
of restart, power off, or shut down?

None. (Though they go about it in slightly different ways.)

Yes.

Can you please either explain, or provide a reference to an explanation
of the "slightly different ways"? Is there practical difference?
