I don't find localized error messages particularly useful. Especially not, when I have to communicate them to a people who don't speak my native language at all.
 
I have LanguageDLL=English.dll but it still using Russian for messages.
I even have LC_MESSAGES=en_US set in the environment (for different purposes, but still)…
 
Not sure what you want here -- you can already tell TCMD / TCC to use a specific language if you don't want it defaulting to the user's default language.

Adding: I'm guessing that the text quoted is the Russian ERROR_FILE_NOT_FOUND.
