How to? Plugin Folder

Hello --

Is the dll in the plugin folder always loaded, even if tcc is start the the "/c" (_TRANSIENT) mode? -

I ran the batch files that sets *.btm files to be processed by tcc, but when the btm files runs, it can't find one of the plugin that is automatically loaded then tcc start

Yes, plugins are loaded in /C mode. (Check the name of the subdirectory; it should be "PlugIns" with an S.)
