Declined Plugin Help

Plugins should be required to provide .CHM help files with the same name as
the .DLL. The HELP command should automatically use them.

I think that is overkill for some plugins. In my EVENT plugin for
example, using the plugin /I switch gives you help text.

I see at least two problems with that:

1) A snowball's got a better chance than convincing all the plugin authors
that they have to invest in Windows Help tools and spend several times as
much time writing the help as they did writing the plugin, and

2) Even if they did, it's about 10 times easier for the plugin to handle
their help as for TCC to do it.

important thing is backwards compatibility? :-)
