Plugin not loaded

Hello -- I just installed 13.0.21 xp 32bit. I set up the plugins and copied over the dll that I been using in v11 and v12

when I start tcmd, and then it starts tcc, the plugin in the plugins dir is not
being loaded. I can issue a plugin cmd after it startup, up it loads with no problem -- am I missing something? thx

Hello -- sorry for the mis-post ... the issue was a missing (dependent) dll that caused the plugin not to load
