Powershell ... insert vs overstrike

When I start powershell in its own console (by any means) it's in insert mode. When I start powershell in the TCC (insert mode) console, it's in overstrike mode.

I just discovered that it's the same for CMD ... normally insert mode ... but not when started in an insert mode TCC console.

That's strange! I'm pretty sure it hasn't always done that.

All that's on Win7/32. It's OK on Win10/64.
 
What does Option -> Command Line -> Editing Edit Mode say?
