Questions about new build announcements

1/ If the announcement of a new build indicates that all the changes it made are irrelevant to my environment (e.g., I have no OSD) I assume I would not benefit from switching to it. Is this assumption generally valid?

2/ If help file updates (other than those related to code changes) are bundled into the distribution, can I just get (and possible v.chm)?
