Fixed SETARRAY /R appears not to close the file

TCC 14.03.52 both 32b and 64b - file read by SETARRAY /R remains open.

v:\> setarray /r 9f.btm foo
 
v:\> del 9f.btm
Deleting V:\9f.btm
TCC: (Sys) The process cannot access the file because it is being used by another process.
"V:\9f.btm"
    0 files deleted      1 failed
