How to? specified milliseconds with the touch command?

Hi,

I read the doc of the touch command but there just I just find how to specified up to seconds resolution, the help not show how specified more accurate times (the millisecond part) and as my files are on a NTFS file system, I really don't know if the number will be interpreted as milliseconds or as 100ns (the unit time on NTFS).
