START /I option

In V8 and earlier help, the /I option of the START command is listed as
delivering to the new process the environment as it existed when the command
processor was started, without Windows version restriction. Starting in V9,
the option is listed as effective only in Vista or later. What happened?

Microsoft broke the API in an XP SP.

That means that the older versions could not honor /I either, doesn't it?
