Take Command v10 build 31 uploaded

I've uploaded build 31 of the public beta to:

ftp://jpsoft.com/beta/tcmd.exe

Fixed a sporadic problem with toggling the lists (alias, function, history, and dir history) between global and local (i.e., with the /G and /L options).

Switched the internal Python support to 2.6.1.1.

Updated the French language resource dll's.

Please fix DO /d"dir" /s? It does the files in the current directory and then those in the subdirectories of "dir". Better would be (and what was intended I imagine) that it do the files in "dir" and then those in the subdirectories of "dir".

After the v10 x32 release (and only for registered users).

(There is very little actual need for an x64 version, but a lot of users
are fixated on the idea!)
