I've uploaded build 23 to the web site.
This has a major change to work around a Windows 10 x64 bug. The Folder and List View windows have been removed and replaced with a single File Explorer window, which uses an embedded Windows 7+ file explorer (so it will behave exactly the same as the external File Explorer, except that it is integrated into TCMD and supports things like TCFILTER, %_tcfolder, etc. (I had been planning to make this change for TCMD v20, but the Windows 10 bug forced me to squeeze it in early.)
