I'd recommend creating a VM and running the apps there.
Thanks Rex. I'll follow up more with DOSBox. It claims to run DOS apps under Vista & W7 32 & 64 bit, but doesn't specifically say 16 but.

Hi,
As of DOSBox 0.73, it does not work with TCC;

DOSBox 0.73 has no problems running any 16-bit application, including Windows 3.1
DOSBox 0.73 is a 32-bit app, which will run on Windows 7.
With the HX DOS Extender installed in DOSBox, you can run 32-bit console applications from within DOSBox 0.73
