PIPEVIEW is included in the TCC-RT help file.

PIPEVIEW requires VIEW in order to display the text.

VIEW is not included in TCC-RT, nor in the TCC-RT Help File.

As VIEW is not in the TCC-RT help file, maybe remove PIPEVIEW from the TCC-RT help file?

There is no help file in TCC-RT. You're probably looking at TCMD.CHM (for TCMD and TCC).

I'm looking at the help file that comes with CMDebug.

Well, I thought that TCC-RT had a help file, as the help file says "We have designed this help file to accompany our products CMDebug and TCC-RT"

TCC-RT is intended to be installed on systems solely to run batch files created on other systems (using TCMD or CMDebug). So there isn't any reason to include a help file, which would increase the download & install size.
