I think Steve means that the file on the FTP download site is incomplete, not that he was installing from there.

Exactly. The file that is supposed to be the installer is smaller than 3MB. The news item announcing B61 stated that it is available from the FTP site.

The file on the FTP site is 11Mb; you may have been trying to download it while it was being uploaded.

And we don't provide any support for any access to the FTP site.

It was many hours after the announcement that I tried. You stated that announcements are always made after uploads are finished. I have since succeeded so the issue is now moot.
