Documentation Unclear semantics of options

In the Startup tab of the TCC options dialog both "Local" and "Global" can be checked. I would assume that it is an exclusive-or which should be communicated by a radio button.

If I'm wrong, can anyone explain to me how a list can be both?

A list can be both - but not necessarily with the same values in each. TCC will search the local list and if the entry isn't found, search the global list.

That said, I doubt most users will have a need to have both local and global lists.
