v10 Shift-Tab doesn't complete backwards

In v10b61, Shift-Tab completes in forward alphabetical order, just like Tab.

That is in a stand-alone session. Inside TCMD it's OK.

Confirmed. You can see that the wrong value is being produced with a
command like
inkey %%x & echo %@ascii[%x]
Both Tab and Shift-Tab display 9. And it's not just Tab. For example, both
F7 and Shift-F7 produce 64 54 53.
