"At startup, TCC will save the last directory in the directory history list (i.e., if you're running SHRALIAS or you've loaded the directory history in TCSTART) to the buffer used by "CD -"."

Trying to comprehend this - 'saving' the last directory in the history list - at 'startup' ?

When TCC starts, it looks for a global history list (i.e., one maintained by SHRALIAS or another active copy of TCC), and it saves the last directory entry in that list to the "CD -" buffer. So you can do a "CD -" at startup and go to the last directory from a prior session.
