vBulletin reverted to 3.8

We've run into a couple of problems with vBulletin 4.0, so we've temporarily dropped back to 3.8. Because the databases were not compatible, this resulted in losing messages from the past couple of days -- but since those primarily consisted of complaints about 4.0, it's probably not going to be a great loss. :-)
