Version 12: No Option to Configure Toolbar

TCC 12.00.25 x64 Windows 7 [Version 6.1.7600]
TCC Build 25 Windows 7 Build 7600

When I selection the Options menu, I see only three choices: Configure
Take Command, Configure TCC, and Theme. What happened to the option to
configure the toolbar (the help claims that it is under the Options menu)?

Right click on a button to edit the button; right click on an empty part of
the toolbar to configure the toolbar.
