I had a similar issue with TCC and TCMD 9. I just added a CLS to the 4start and tcstart. Before that I only got the blue backgrounds where I typed or after scrolling the screen. Now it starts up that way.
Just this morning my office system started to crash in TCMD. TCC still runs OK. While I was logging in I thought I saw a window from the system management group, which would be some type of push.

I hit a similar problem to one one reported in the support forum (old) about not being able to execute scripts. There may be something wrong with ftype in the installation when you relate bat and cmd to TCC.
In a build 129, the ftype are
