C++/CLI plugin will not work in v36

A C++/CLI plugin that works fine in v35 no longer works in v36.

Note that I no longer use this C++/CLI plugin,
as your own PShell re-write does everything that I need it to do.

In a freshly started v36,
I get this error when attempting to load my plugin;

TCC  35.00.21 x64   Windows 10 [Version 10.0.19045.7184]

Again,
I'm not using this plugin anymore,
so I don't need it to work in v36,
and I won't be using C++/CLI to create plugins,
since you added the ability to create C# plugins in v36.

Since C++/CLI plugins were not supported in v35, I'm not particularly concerned and I am not going to follow up on it at this time. Too many other things to do first.
