I had VIEW working in TCC 13.0.15. I downloaded the latest installer from the FTP site, for which @VERINFO[] reports 13.0.17; ran it, started a new stand-alone TCC session, VER/R reports:
TCC 13.00.17 Windows XP [Version 5.1.2600]
TCC Build 17 Windows XP Build 2600 Service Pack 3
Registered to E.S. Fabian - 5 System License
WHICH reports that VIEW is an internal command. However, the VIEW commands is a NOOP, and there is no V.EXE in the installation directory.
