PCTBAR - Display an on-screen percentage bar.

For those that may not be aware,
there is a plugin command called PCTBAR

This command displays a simple percentage bar on the screen.
It might be useful for a sound-volume indicator or a progress bar.

It is a command from the OSD plugin.
