Fixed Scroll Bar Not Moving (non-Con-PTY)

• In a non-ConPTY TCC session in TCMD, the scroll bar in the right gutter does not move when the screen is scrolled using the mouse wheel.
• The scroll bar can be used to scroll the screen contents, but when it is released, it always snaps back to the bottom (while the screen remains scrolled).

I noticed only because I started to use non-ConPTY sessions because of the display issues with ConPTY sessions (which I hope will get resolved).
