Useless commands

Rex, the next time you update TCC/LE (if ever), you might disable TCFILTER and TCTOOLBAR. They're utterly useless — unless TCC/LE finds itself running under Take Command 13.06.

I don't have any plans to update TCC/LE (except for compatibility fixes with new versions of Windows).

TCFILTER & TCTOOLBAR are there for compatibility with Take Command/LE (which is no longer available, but we do have some users still using it).
