[v36.x] TCMD activity after start and change to another program

JFI:

After I started TCMD while I'm logged in with my Admin-Account, TCMD shows activity AFTER I open another program. I can see that because the taskbar icon shows it. After I switched back it's ok then and a new change to another program doesn't show that anymore (I believe).

It seems it's also not always the case.

Maybe some license or update checks? I don't know ...

So far, I've only noticed this in my administrator account and not in my standard user account.

What does the taskbar icon show?

I have blue, gray, and red underlines for the taskbar.

- A blue line indicates when a program is open and has focus.

- Gray indicates when a program is running in the background.

- Red indicates when a program is running in the background but is showing activity, for example, when a dialog box needs to be confirmed. With TCMD, I only see the red line, which means something is happening (or has happened?) in the background.

TCMD is running & updating constantly, particularly if you're using the old-style hidden console windows.

At the very least, TCMD is updating the status bar every second.
