What is “using” a file

I have a file “problem” that I think may be solvable by the “File Content” Variable Functions, but I’m a bit overwhelmed by them and am unfamiliar with their terminology. The “problem” is that a file, ”syncmessage[1].aspx”, keeps showing up in a Windows XP Temporary Internet files directory and it remains after I execute the “delete temporary files” command for the Internet Options utility. The occurrence is very infrequent. I can’t delete it manually because it is “being used”. The only way I can delete it is to start my PC in Save Mode and delete it then. Is there any way I can identify which application or utility is “using” the file so I can looking into how to disable it or otherwise prevent it from creating the file in the first place? That Process Explorer is SWEET! I tried it with a file that I 'locked up' with an app, and it displayed the app. I tried a text string that I knew was used in several ways, and they all showed up in the list. I'm almost eager for that rogue file to show up again. Thank you for introducing me to the MS System Internals.
