Where do the startup default FG and BG come from?

I have these in TCMD.INI.

TabPtyFGColor=c0c0c0
TabPtyBGColor=0c0c0c

COLOR (no arguments) uses c0c0c0 on 000000. Where did those colors come from?

TabPtyFGColor and TabPtyBGColor are TCMD colors used if the console app doesn't set its own colors.

COLOR c0c0c0 on 000000 is the default TCC color, as set by conhost.

Where did they come from? Can they be changed? My defaults for consoles are 0xCCCCCC on 0x0C0C0C (that's in a console, menu\defaults). HKCU\Console says 0xC0C0C0 on 0x0C0C0C.

The default color is coming from the GetConsoleScreenBufferInfo API.
