Can InitializePlugin() tell if TCC is starting?

Can InitializePlugin() tell the difference between TCC starting up and the plugin being loaded at some later time? I suppose I could compare the current time to TCC's startup time, and if it's sufficiently small, assume that TCC is starting up. But I was hoping for something more elegant.

Check the command history and see whether the user has entered any commands yet? Not so good if you're using global lists, I suppose.

No. TCC calls the same function to load plugins at startup time as it does when you load them later.
