I have completely rebuilt Prospero, from scratch, this very week. New hardware, new version of Ubuntu.

The command you originally posted still works fine for me, from the command line. I don't see any timeouts at all. (TCC 16.03.55, with an older version of IPWorks9.dll.)

Do you still get timeouts if you download via HTTP, e.g.
Code:
copy http://prospero.unm.edu/dl/uistuff.zip
Which version of TCC? Are you by any chance using a proxy server?

And much faster on v17... because v17 still isn't recursing into subdirectories. Sigh.
Sort of wish Rex would go ahead and release the next build as it would at least fix the /S aspect... but I don't know why I am getting those Failed messages - or the timeouts or whatever...

Though I did get timeouts once, I can't, in general, reproduce them. Below, there were a few rather long waits but no timeout. Charles G., what's the setting for your FTP Timeout (OPTION\Internet)? Mine's 180. To Charles D. ... yeah, 60 seconds when you're eight feet away! I was getting 500 - 700 KB/s.

I still would like to find out why TCC / TCMD doesn't work on @CharlesDye's sefver but does on @vefatica..... and if I could get this resolved - would make less effort on Vince's end.....

Is there another Ubuntu server I could test connect with? Or whatever is apperently unique about @CharlesDye's ?

Thank you Vince. Anyway for me to find out why I am having time out problems with UNM.edu?
I doubt you're going to get a definitive answer. In a lot of testing, I got timeouts too, but only very seldom. I'm pretty sure TCC is not at fault ... responses from prospero just don't arrive ... could be a sub-par router anywhere along the way from you to there.

Would Tracert or Ping help?

As Charles Dye said earlier (I think) UNM blocks ICMP (Internet Control Message Protocol) which both ping and tracert use. Tracert, however, might show if there are particularly long response times, or lost packets along the way to UNM. I see a big jump in response times at the last couple hops before UNM.

Pathping might be useful too. Below is what I get to prospero.unm.edu. The last few hops get interesting. This page shows how to analyze the lower section where the good info is:

On a regular ping -t to 4.30.24.58, I'm not seeing any packet loss either, but I am seeing some high triple digit times occasionally just like in Vince's, which may upset some less tolerant programs. That's over a half second delay.

Those timeouts apparently occur at the first UNM host encountered ... UNM's gateway to the larger internet. And, as mentioned before, they occur because UNM blocks ICMP. That's unrelated to FTP. When I try (constantly, and as fast as possible!) to connect to prospero via FTP (port 21) while at the same time downloading everything there, I see no problem. Below, a timeout would show up as "-1".
Code:
v:\> do forever ( echos %@connect[129.24.38.32,21]^^s )

If Charles Dye could run a network capture at the same time that you're getting FTP timeouts, it could be determined whether or not prospero is actually sending the responses you're not getting.

Looks like the following file was either not copied entirely or something happened on the source end.....
