TCEDIT and Toggle Comment

From TCEDIT, Edit -> Advanced -> Toggle Comment works as it should.

From the TCEDIT context menu, Advanced -> Toggle Comment does not work as it should.

Actually, a totally unrelated problem - the original issue was fixed in build 25, but another build 25 change caused three of the context menu entries to be disabled. Fixed in build 26.
